Some cards allow a player to take actions with them from their opening hand. Once the mulligan process (see rule 103.4) is complete, the starting player may take any such actions in any order. Then each other player in turn order may do the same.

Ana and Nicole are playing Modern. Ana kept her opening hand and Nicole made two mulligans in a row, going down to 5 cards, then she kept her hand. Once both of them have kept their hands, Ana may reveal Chancellor of the Dross if she has any in her hand. Afterwards, Nicole has the oportunity to revel her Chancellor of the Forge.
