If a choice made by a nonactive player causes the active player, or a different nonactive player earlier in the turn order, to have to make a choice, APNAP order is restarted for all outstanding choices.

Anna, Belen and Claudio are playing a multiplayer magic game. Anna casts Plague of Vermin  and as it resolves decides to pay 1 life. Then, Belen chooses not to pay any life, and after her, Claudio pays 3 life. After Claudio's decision, Anna has another instance to pay life where she decides to pay 3 lives. Then is Belen's turn to choose, even though she didn't want to pay any life the first time. She may pay any amount of life this time. After the three of them decide not to pay more life in succession starting with Anna, the spell finishes resolving.
